The Communications Authority of Kenya (CA) has released its Quality-of-Service (QoS) performance report for the 2024–2025 financial year, reaffirming Safaricom PLC’s dominance in mobile network quality.

The regulator’s assessment, based on End-to-End drive and walk tests, Network Performance (NP-QoS), and Quality of Experience (QoE) surveys, paints a clear picture: Safaricom continues to deliver unmatched reliability and consistency across Kenya.

Key Findings

  • Safaricom PLC: Overall QoS score of 89.72%, surpassing the regulatory threshold of 80%.

  • Airtel Kenya: Scored 81.14%, meeting compliance but trailing Safaricom.

  • Telkom Kenya: Lagged significantly at 52.76%, falling below compliance levels.

Safaricom distinguished itself by:

  • Achieving 90.36% in End-to-End network quality, the highest in the market.

  • Recording a perfect 100% Network Performance Score.

  • Meeting QoS targets in all five regional clusters, the only operator to do so.

Industry Context

The CA report notes a four-year decline in overall industry performance, driven by surging data demand and infrastructure strain. Despite this, Safaricom has maintained resilience, securing the highest customer satisfaction score at 70%, even as consumer sentiment dips across the sector.
